Project Overview

As a goods procurement project for the continuation, supporting and water-saving renovation (informatization part) of Xi'an Medium-sized Irrigation Area in Fujian Province during 2021-2022, the project is located in Ningde, Fujian, with a 90-day construction cycle and a total investment of 2.40337 million yuan. Guided by national water conservancy informatization top-level plans, the project adopts big data, GIS, automatic control and other technologies to improve water conservancy informatization infrastructure and business application systems, make up for digital management deficiencies, and realize scientific water resource management, flood control and drought relief, intelligent monitoring and efficient operation of the irrigation area.

Deployment Solution

Based on the existing informatization construction foundation of the irrigation area, the project comprehensively optimizes the informatization system for operation monitoring, water resource allocation, flood control, drought relief and comprehensive management. The core construction contents include building an automatic remote control system with 5 sluice remote monitoring systems, 1 electric cleaner remote control system and 3 pipeline water measurement return transmission systems; deploying 6 radar flow meter water measurement systems and 8 pipeline electromagnetic flow meters; upgrading the informatization system of Shizitou Electric Irrigation Station; reconstructing Xi'an Water Conservancy Management Center with remote conference, remote broadcasting, large-screen display and server supporting systems, and optimizing the irrigation area informatization management platform. A full set of front-end sensing equipment such as radar flow meters, telemetry terminals, rain gauges and well controllers are deployed on site.

Project Effectiveness

The project builds a smart informatization management system integrating data collection, transmission, storage, analysis, early warning, decision-making and remote management for the irrigation area. It realizes real-time automatic monitoring of core data such as water level, flow and video, as well as intelligent water dispatch, remote engineering monitoring, accurate flood and drought early warning, and efficient office automation. It achieves the construction goals of automatic collection, network transmission, standardized integration, integrated management and intelligent decision-making, and greatly improves the digital and intelligent level of water resource optimal allocation, engineering operation and maintenance, and water conservancy emergency disposal in the irrigation area.
